وأيد المؤتمر الوزاري المعقود في رودس باليونـان في عام 2003، والذي قدمت مفوضية الأمم المتحدة فيـه مدخلات، معالجة الصلة بين الهجرة واللجوء من منظور الضمانات لملتمسي اللجوء واللاجئين، وخفض حالات انتهاك إجراءات اللجوء، وأُنشئ فريق عامل معني بالتحركات غير المنتظمة واللجوء لهذا الغرض.

The Ministerial Conference held in Rhodes, Greece, in 2003, to which UNHCR provided input, endorsed addressing the migration/asylum nexus from the perspective of safeguards for asylum-seekers and refugees and reducing the abuse of asylum procedures, and a working group on irregular movements and asylum was established for that purpose.

La Conferencia Ministerial celebrada en Rodas (Grecia) en 2003, a la que el ACNUR aportó información, se mostró partidaria de abordar las cuestiones indisociables de la migración y el asilo desde la perspectiva de las salvaguardias para los solicitantes de asilo y los refugiados y de poner coto al abuso de los procedimientos de asilo, y con ese fin se constituyó un grupo de trabajo sobre movimientos irregulares y asilo.
