On air transportation, the Board noted that at MONUC, UNMIK, UNMIL and the African Union-United Nations Hybrid Operation in Darfur (UNAMID), troop rotation (managed at Headquarters) for the submission time frame allowed for potential vendors was much shorter than the minimum time required in the Procurement Manual, resulting in the exclusion of reputable vendors from the bidding process and the selection of vendors that may not be in the best interest of the United Nations.
