It is acutely at odds with the freedom of access to information, as defined at the World Summit on the Information Society held in Geneva in 2003; the approach of the General Assembly Committee on Information; the free flow of information, knowledge and ideas in the information society; and the right to comprehensive and non-discriminatory access to information and communication technology in all countries.
