ورغم الجهود المبذولة لفتح دوائر انتخابية في البلديات وزيادة عددها من أجل تقريب مراكز الاقتراع إلى المناطق الريفية، فإن حالة الهياكل الأساسية والاهتمام المناسب بالناخب يمثلان قصورا خطيرا بالمقارنة بالمراكز الحضرية.
