(2) Im Falle von Betreibermodellen stellt die von der zuständigen Behörde ausgestellte Bescheinigung über den Wert der durchgeführten Arbeiten, gemessen an den Fortschrittsindikatoren für die im Konzessionsvertrag vorgesehenen Arbeiten, einen gleichwertigen Buchungsbeleg dar.
