In each of the two letters, Pope Leo declares that, after the Bishop of Rome, the first archbishop and chief metropolitan of the whole of Africa is the bishop of Carthage, while the bishop of Gummi, whatever his dignity or power, will act, except for what concerns his own diocese, like the other African bishops, by consultation with the archbishop of Carthage.
