وأما في النقطة الثالثة، فقد اعتبر أن التقليد المعمول به في تقسيم عمل الجمعية العامة إلى جزء رئيسي وجزء مستأنف من الدورة تقسيم عفى عليه الزمن، وينبغي للجمعية العامة أن تعقد اجتماعاتها على مدار السنة بدلا من اتباع ذلك التقسيم.
