Borgo, along with the rest of the Papal States outside of the Vatican itself, was taken by the Kingdom of Italy during the Italian unification in the 19th Century – leading to Pope Pius IX's declaration that he had become a prisoner in the Vatican and the formation of the Roman Question.

La causa principal para concretar la avenida fue en definitiva de tipo político: el Borgo, junto con el resto de los estados papales fuera del propio Vaticano, resultó ocupado por el Reino de Italia durante la unificación en el Siglo XIX, con la consecuente declaración del papa Pío IX en el sentido de «sentirse un prisionero en el Vaticano», y el nacimiento de la Cuestión Romana.
