14 Furthermore, the way in which the Court of Justice interprets Article 45(2) and the second paragraph of Article 98 of the Staff Regulations is likely to lead to twofold discrimination against officials in the Language Service in so far as, first, they are obliged to take part in a second competition to obtain posts outside the Language Service in Category A and, secondly, officials in the Scientific and Technical Services are able to transfer to Category A without taking part in a competition.
