I could here set down many reflections on the simple right of voting in every act of Sovereignty -- a right which no one can take from the citizens -- and also on the right of stating views, making proposals, dividing and discussing, which the government is always most careful to leave solely to its members, but this important subject would need a treatise to itself, and it is impossible to say everything in a single work.

Podría hacer muchas reflexiones acerca del derecho de sufragio en todo acto de soberanía, derecho que nadie puede arrebatar a los ciudadanos, y sobre el de opinar, proponer, dividir y discutir, cuyo ejercicio el gobierno tiene siempre gran cuidado de no permitir más que a sus miembros; pero esta importante materia exige un tratado aparte y no puedo decir todo en el presente.

Miałbym tu wiele do zauważenia o prostym prawie głosowania przy każdym akcie zwierzchniczym, prawie, którego obywatelowi nic odjąć nie może, tudzież o prawie opiniowania, stawiania wniosków, dzielenia ich, dyskutowania, które zawsze rząd usilnie stara się zastrzec jedynie dla swoich członków; ta ważna materia wymagałaby jednak osobnej rozprawy, a w tej nie mogę wszystkiego powiedzieć.
