During the recent WTO General Council discussion on the work programme on electronic commerce (8-9 May 2001), the Cuban delegation intervened to point out that the Council for Trade in Services, within the framework of the work programme on electronic commerce had examined the need to increase developing countries’ participation, inter alia, by implementation of article IV of the General Agreement on Trade in Services concerning the liberalization of market access in areas of export interest to developing countries and regarding better access to technology, including technology relating to encryption and security of transactions.

Durante el reciente debate del Consejo General de la OMC sobre el programa de trabajo acerca del comercio electrónico (8 a 9 de mayo de 2001), la delegación cubana intervino para señalar que el Consejo del Comercio de Servicios, dentro del contexto del programa de trabajo sobre comercio electrónico, había estudiado la necesidad de aumentar la participación de los países en desarrollo, entre otras cosas, dando cumplimiento al artículo IV del Acuerdo General sobre el Comercio de Servicios, relativo a la liberalización del acceso a los mercados en esferas de exportaciones de interés para los países en desarrollo y en relación con un mejor acceso a la tecnología, incluida la tecnología referente a las codificaciones informáticas y la seguridad de las transacciones.

Lors des récentes consultations du Conseil général de l’OMC consacrées au programme de travail sur le commerce électronique (8 et 9 mai 2001), la délégation cubaine est intervenue pour rappeler que le Conseil du commerce des services avait examiné, dans le cadre du programme de travail sur le commerce électronique, la nécessité d’accroître la participation des pays en développement, en appliquant notamment l’article IV de l’Accord général sur le commerce des services relatif à la libéralisation de l’accès aux marchés dans les secteurs qui intéressent les pays en développement du point de vue des exportations et à un meilleur accès à la technologie, notamment celle liée au cryptage et à la sécurité des transactions.

На последнем заседании Генерального совета ВТО, посвященном обсуждению программы работы в области электронной торговли (8–9 мая 2001 года), кубинская делегация подняла вопрос о том, что в рамках программы работы в области электронной торговли Совет по торговле услугами рассмотрел необходимость активизации участия развивающихся стран, в частности, путем осуществления статьи IV Генерального соглашения о торговле услугами, касающейся либерализации рыночного доступа в областях, представляющих интерес для экспорта из развивающихся стран, и улучшения доступа к технологиям, в том числе к технологии кодирования и обеспечения безопасности операций.

贸易组织总理事会最近讨论电子商务的工作方案时(2001年5月8日-9日),古巴代表团参加讨论,指出,服务贸易理事会在其电子商务的工作方案框架内曾经审查了需要增加发展中国家的参与的问题,除其他外应当执行服务贸易总协定第4条中关于使那些有利于发展中国家的领域的市场取得自由化的规定,以及使它们更容易取得科技,包括与密码和电子交易保密的科技。
