The appellant also alleged the following as violations of the merit principle: the selection board impermissibly amended the statement of qualifications; the selection board failed to consider their personal knowledge of the appellant; the selection board did not ask the appellant to clarify his application although other applicants were canvassed; the successful candidate was outside the area of selection; the selection board was biased in rejecting the appellant’s application.

L’appelant allègue également les violations suivantes du principe du mérite : le jury de sélection a indûment modifié l’énoncé de qualités; le jury de sélection s’est abstenu de tenir compte de sa connaissance personnelle de l’appelant; le jury de sélection n’a pas demandé à l’appelant d’apporter des précisions à sa demande de participation au concours, bien que d’autres candidats aient été interrogés; le candidat reçu est à l’extérieur de la zone de sélection; le jury de sélection a fait preuve de parti pris en rejetant la candidature de l’appelant.
