وفي حلقة العمل بشأن العملية المنتظمة، التي نُظمت في سانيا، الصين، اعتُمد بيان بشأن بناء القدرات واتخذ قرار بعقد حلقة عمل حول بناء القدرات في بانكوك من 17 إلى 19 أيلول/سبتمبر 2012 لتعزيز وتشجيع التعاون الإقليمي لصالح العملية المنتظمة؛ وللمساعدة، في محاولة أولية، على بناء قدرات البلدان الأعضاء في خطة عمل شمال غرب المحيط الهادئ، وهيئة التنسيق المعنية بالبحار في شرق آسيا واللجنة الفرعية لغرب المحيط الهادئ، لإجراء عمليات التقييم البحرية المتكاملة؛ وللمساهمة في العملية المنتظمة من خلال توفير ”تقييم تجريبي إقليمي“ أولي منهجية إقليمية جديدة لإجراء عمليات تقييم بحري متعددة الاختصاصات.

At the Regular Process workshop held in Sanya, China, a statement on capacity-building was adopted and a decision was taken to hold a capacity-building workshop in Bangkok from 17 to 19 September 2012 to strengthen and promote regional cooperation towards the Regular Process; to assist, as an initial attempt, in capacity-building of the member countries of the North-West Pacific Action Plan (NOWPAP), the Coordinating Body on the Seas of East Asia (COBSEA) and the Sub-Commission for the Western Pacific (WESTPAC) to conduct the integrated marine assessments; and to contribute to the Regular Process through the provision of an initial “regional trial assessment” and of a new regional methodology for multidisciplinary marine assessments.

En el seminario sobre el proceso ordinario que se celebró en Sanya (China), se aprobó una declaración sobre la creación de capacidad y se tomó la decisión de celebrar un seminario sobre creación de capacidad en Bangkok del 17 al 19 de septiembre de 2012, con el fin de intensificar y promover la cooperación regional en el marco del proceso ordinario; ayudar, como un primer intento, en la creación de capacidad de los países miembros del Plan de Acción para el Pacífico Noroccidental, el Órgano de Coordinación de los Mares del Asia Oriental y la Subcomisión de la COI para el Pacífico Occidental para realizar las evaluaciones integradas del medio marino; y contribuir al proceso ordinario mediante una “evaluación regional de ensayo” inicial y una nueva metodología regional para las evaluaciones multidisciplinares del medio marino.
