Směrnice o čistých vozidlech tudíž trolejbusům stejné postavení jako elektrické autobusy již přiznává, a to pokud trolejbus využívá pouze hnací ústrojí s nulovými emisemi – tj. pouze když je připojen k elektrické síti, nebo pokud v době, kdy k síti není připojen, využívá motor s nulovými emisemi.

4) Therefore, under the Clean Vehicles Directive trolleybuses already enjoy the same status as electric buses when they only use zero-emission powertrains — i.e. when a trolleybus only runs connected to the grid or uses a zero-emission engine while not connected.
