وأوصت الورقة المشتركة 5 بأن يباشر مجلس القضاء إجراءات شفافة ومحايدة لاختيار القضاة وتعيينهم وترقيتهم وبأن ينشئ قانونيا إطارا تنظيمياً كاملاً للإجراءات التأديبية بحق القضاة(68).

JS5 recommended that the Council of the Judiciary instigate transparent and impartial procedures for selecting, appointing and promoting judges and establish in law an entire regulatory framework for disciplinary proceedings against judges.
