أنشئت اللجنة الدولية للري والصرف كمنظمة دولية غير حكومية علمية وتقنية ومهنية وتطوعية لا تستهدف الربح، مكرسة، لجملة أمور منها تعزيز الإمدادات العالمية من الأغذية والألياف للجميع لتحسين إدارة المياه والأراضي وزيادة إنتاجية أراضي الري والصرف عن طريق الإدارة الملائمة للمياه، والبيئة، وتطبيق أساليب الري والصرف والسيطرة على الفيضانات

The International Commission on Irrigation and Drainage (ICID) is established as a Scientific, Technical, Professional, and Voluntary Not-for-profit Non-Governmental International Organization (NGO-ONG), dedicated, inter alia, to enhance the world-wide supply of food and fibre for all people by improving water and land management and the productivity of irrigated and drained lands through the appropriate management of water, environment and application of irrigation, drainage and flood control techniques

La Comisión Internacional del Riego y el Avenamiento está establecida como organización científica y técnica no gubernamental de carácter voluntario y sin fines de lucro, dedicada a mejorar el ordenamiento de las tierras y las aguas a fin de incrementar el abastecimiento mundial de alimentos y fibras, así como también la productividad de tierras de riego y de secano mediante un ordenamiento apropiado de los recursos hídricos y la aplicación de técnicas científicas de riego, abono y control de las inundaciones
