The heads of delegation took note of the fact that the above observations could lead to the conclusion that, while the current efforts under the protocol could be considered “no-regret”, the Protocol was not sufficient to meet its original ambitions regarding the long-term protection of ecosystems and health. Further measures would be needed.

Les chefs de délégation ont tenu compte du fait que les observations ci‐dessus pouvaient conduire à la conclusion que, si les efforts déployés actuellement en application du Protocole pouvaient être considérés comme des mesures utiles en tout état de cause (mesures «sans regrets»), le Protocole n’était tout de même pas suffisant pour atteindre les objectifs de départ concernant la protection à long terme des écosystèmes et de la santé, et d’autres mesures seraient nécessaires.

Главы делегаций обратили внимание на то, что, исходя из вышеизложенного, можно заключить, что, хотя предпринимаемые в рамках осуществления Протокола усилия можно считать "не потраченными зря", предусмотренные Протоколом меры являются недостаточными для достижения первоначально намеченных целей в отношении долгосрочной защиты экосистем и здоровья человека и что необходимо принимать дополнительные меры.
