وبالمثل ينص دستور اللجنة الحكومية الدولية للهجرة الأوروبية "التي أصبحت في وقت لاحق المنظمة الدولية للهجرة" على أن تعنى المنظمة باللاجئين والأشخاص المشردين وسائر من أُجبروا على مغادرة أوطانهم والذين يحتاجون خدمات هجرة دولية.
