ويجوز للجهاز القضائي تعليق بعض الحقوق والضمانات الدستورية؛ ولا يجوز تعليق الحقوق الدستورية إلا في حالة الضرورة العامة الواضحة، لا سيما حرية التنقل، وعدم انتهاك حرمة البيوت، وسرّية الاتصالات، وحرية التجمع، وحرية الإرادة، وحرية التعبير، وإمكانية تَوَلِّي الوظائف العامة، والاحتجاز بأمر خطي من قاض.

Some Constitutional rights and safeguards may be suspended by the Executive; the former may be suspended only in case of clear public necessity, namely freedom of movement, the inviolability of the home, confidentiality of communications, freedom of assembly, free will, freedom of expression, access to public offices and detention with a written warrant of a judge.

Algunos derechos y garantías constitucionales pueden ser suspendidos por el poder ejecutivo, lo anterior sólo podría hacerse en caso de evidente necesidad pública y son la libertad de tránsito, la inviolabilidad del domicilio, el secreto de las comunicaciones, la libertad de reunión, la autonomía de la voluntad, la libertad de expresión, el acceso a las dependencias públicas y las detenciones con orden escrita de juez.
