إن النشاط الاستيطاني الذي ترعاه الحكومة، كما هو على طول الجسر البري الذي يربط بين القدس ومعالي أدوميم في إطار خطة هاء – 1 (E-1) المثيرة للجدل، سيترك آثارا خطيرة على ترابط الأراضي الفلسطينية، مما ينجم عن إنشاء كانتونين فلسطينيين إلى حد ما منفصلين بشكل كامل في الضفة الغربية.
