وفي ذلك السياق، أبدي رأي مفاده أن من المستصوب أن يتولى المكتب، ربما بمساعدة من أصدقاء الرئيس وبدعم من الأمانة، سدّ الفجوة بين الدورات الثنائية الأعوام بالاجتماع في تلك الفترات التي تتخلّل الدورات من أجل التحضير للدورة التالية
