واتَّفقت اللجنة أيضاً على ضرورة استهلال تلك الأعمال بالتركيز على المسائل القانونية التي تكتنف إجراءات التأسيس المبسَّطَة، وعلى أن تضطلع الأمانة بإعداد الوثائق اللازمة لمساعدة الفريق العامل.
