وفي عام 2008، أشارت لجنة الخبراء التابعة لمنظمة العمل الدولية إلى أنه حسب التقرير التحليلي لمنظمة الأمم المتحدة للطفولة لعام 2004 بشأن الدراسة الاستقصائية المعنية بعمل الأطفال في ليسوتو، اعتُبر الرعي من أسوأ أشكال عمل الأطفال لأنه كثيرا ما يمنع الفتيان العاملين في هذا المجال من الذهاب إلى المدرسة، ويتطلب العمل ساعات طويلة وفي الليل، ويُعرّض الأطفال إلى ظروف مناخية شديدة في مناطق نائية(57).

In 2008, the ILO Committee of Experts noted that, according to the UNICEF Lesotho Child Labour Survey – Analytical Report in 2004, herding was considered the worst form of child labour because it often prevented the boys involved from attending school, involves long hours and night work, and exposed the children to extreme weather conditions in isolated areas.
