Bereits 1900 hatte das badische Innenministerium eine Verlegung des Karlsruher Hauptbahnhofs genehmigt, da er zum einen an den Grenzen seiner Leistungsfähigkeit angelangt war und zum anderen die vielen niveaugleichen Bahnübergänge im Stadtgebiet zunehmend ein Hindernis für Fußgänger und Straßenbahnverkehr darstellten.
