ولا تزال بلدان أخرى تسعى جاهدة لوضع صيغة نهائية لبرامج عملها الوطنية أو لبدء أي مرحلة تنفيذ،‘ 2‘ تمثل الإرادة السياسية والقيادة أيضاً شرطاً مسبقاً للنجاح في التخطيط والتعميم والتنفيذ، ولذلك لا بد من تعزيزها، ‘3‘ ضرورة توجيه اهتمام أكبر لدور الجهات صاحبة المصلحة غير التقليدية، مثل منظمات القطاع المدني والقطاع الخاص ومؤسسات البحث والتطوير والمؤسسات الأكاديمية، ‘4‘ الحاجة إلى توثيق المعلومات التفصيلية المتعلقة ببرامج تنمية المناطق المحلية الناجحة بصورة منهجية وإدراجها في عملية إعداد برنامج العمل الوطني لكي يتسنى تطبيقها على نطاق أوسع والنسج على منوالها، ‘5‘ ينبغي اعتبار أوجه التآزر مع الأطر البيئية الشقيقة والمبادرات المناظرة في الأمم المتحدة أولوية من الأولويات وتحقيقها بالكامل.

Others are still struggling to finalize their NAPs or to begin any implementation; (ii) Political will and leadership are, also, a precondition for successful planning, mainstreaming and implementation and need therefore to be fostered; (iii) The role of non-traditional stakeholders such as civil sector organizations, the private sector and research and development and academic institutions needs be given greater attention; (iv) Details of successful local area development programmes need to be systematically documented and integrated into the NAP process in order to enable up-scaling and replication; and (v) Synergies with sister United Nations environmental frameworks and congruent initiatives should be considered as a priority and should be fully realised.

Otros aún están intentando finalizar sus PAN o comenzar a aplicarlos; ii) la voluntad política y el liderazgo también son una condición previa para una lograda planificación, integración y aplicación y deben, por lo tanto, promoverse; iii) es necesario prestar más atención a la función de las partes interesadas no tradicionales, como las organizaciones de la sociedad civil, el sector privado y las instituciones académicas y de investigación y desarrollo; iv) es preciso documentar e integrar sistemáticamente en el proceso de los PAN los detalles de los programas de desarrollo locales que han dado buenos resultados, a fin de posibilitar su aplicación en mayor escala y su reproducción; y v) las sinergias con los otros marcos relativos al medio ambiente y las iniciativas congruentes de las Naciones Unidas deben considerarse una prioridad y aprovecharse plenamente.
