وفي هذا الصدد، ووفقاً للدعوة التي أطلقها الوزراء في الاجتماع الثالث عشر لمحفل وزراء البيئة في منطقة أمريكا اللاتينية والبحر الكاريبي (البرازيل، تشرين الأول/أكتوبر 2001)، فإن إنشاء مرفق البيئة العالمية باعتباره الأداة المالية الرئيسية للاتفاقية من شأنه أن يمكِّن من التركيز تركيزاً استراتيجياً وفنياً وواضحاً بدرجة أكبر على الجهود المتضافرة المطلوبة لتنفيذ الاتفاقية على الصعيدين الإقليمي ودون الإقليمي ولتشغيل تلك البرامج تشغيلاً كاملاً.

In this respect and in accordance with the call made by ministers at the Thirteenth Meeting of the Forum of Ministers of the Environment of Latin America and the Caribbean (Brazil, October 2001), the establishment of the GEF as the main financial instrument of the Convention would enable a more strategic, substantive and clear-cut focus on the concerted actions required to implement the Convention at the regional and subregional levels and to put those programmes into full operation.

A este respecto, y de conformidad con el llamamiento hecho por los ministros en la 13a reunión del Foro de Ministros del Medio Ambiente de América Latina y el Caribe (Brasil, octubre de 2001), el establecimiento del FMAM como principal instrumento financiero de la Convención permitiría concentrarse de manera más estratégica, esencial y definida en las medidas concertadas que hacen falta para aplicar la Convención a nivel regional y subregional y proceder a la plena realización de esos programas.

À cet égard, et conformément à l’appel lancé à la treizième réunion du Forum des ministres de l’environnement des pays d’Amérique latine et des Caraïbes (Brésil, octobre 2001), il faudrait que le FEM devienne le principal instrument financier de la Convention pour mettre l’accent de façon plus stratégique, concrète et explicite sur les mesures concertées nécessaires à l’application de la Convention aux niveaux régional et sous-régional et pour donner pleinement effet aux programmes correspondants.

В этой связи и с учетом призыва министров, прозвучавшего на тринадцатом совещании Форума министров по охране окружающей среды стран Латинской Америки и Карибского бассейна (Бразилия, октябрь 2001 года), необходимо отметить, что придать более стратегический, существенный и четкий характер целенаправленным согласованным действиям, требуемым для осуществления Конвенции на региональном и субрегиональном уровнях, а также для полномасштабного развертывания вышеуказанных программ, можно за счет превращения ГЭФ в основной финансовый инструмент Конвенции.
