يوصــي المجلــس بــأن تحـــدد المحكمــة جميــع المعوقــات المحتملــة، التــي قد تؤثر سلبــا علــى إكمـال ولايتهــا بحلول عام 2010 وأن تنفذ خطة عمل لمعالجــة تلك المعوقات.
