A hair bleaching or hair dye cosmetics which comprises a first agent including an alkali agent, a second agent including hydrogen peroxide, and a non-aerosol foamer container which dispenses a liquid mixture of the first and second agents in the form of a foam, wherein the liquid mixture includes a total of 1 mass% or more of components (A) and (B) and has a mass ratio (B)/(A) of 0.25 or more.
