وفي حالة عدم الموافقة على الاقتراحات المحدودة للأمين العام، سينقطع الزخم الذي اكتسبته الجمعية العامة وستزداد شدة تصور أن اللجنة الخامسة مسؤولة عن تعطيل المسائل وحلها.
