و لا يرمي المقرر الخاص إلى سرد حصر شامل للمجالات التي يمكن إجراء دراسات مواضيعية بشأنها أو حتى تحديد ترتيب للألويات، ولكنه يرغب في أن يذكر ثلاثة من المجالات التي يمكن إجراء دراسات مواضيعية بشأنها: (أ) تأثير تدابير مكافحة الإرهاب فيما يتصل بحرية تكوين الجمعيات وعقد الاجتماعات؛ (ب) وتاثير تدابير مكافحة الإرهاب فيما يتصل بالحقوق الاقتصادية والاجتماعية والثقافية مع التركيز على الحقوق الخاصة التي لا تغطيها أي من الإجراءات الخاصة القائمة؛ (ج) والتهديد بشن هجمات انتحارية باعتبارها تمثل تحديا خاصا يواجه حماية وتعزيز حقوق الإنسان والحريات الأساسية في سياق مكافحة الإرهاب.

Without aiming to be exhaustive, or even to indicate an order of priority, the Special Rapporteur wishes to mention three such areas for possible thematic studies: (a) the effects of counter-terrorism measures in relation to freedom of association and assembly; (b) the effects of counter-terrorism measures in relation to economic, social and cultural rights, with emphasis on specific rights that are not covered by an existing special procedure; and (c) the threat of suicide attacks as a specific challenge to the protection and promotion of human rights and fundamental freedoms while countering terrorism.

Sin ánimo de ser exhaustivo, o ni siquiera de establecer un orden de prioridad, el Relator Especial desea mencionar tres esferas para posibles estudios temáticos: a) los efectos de las medidas de lucha contra el terrorismo en relación con la libertad de asociación y reunión; b) los efectos de las medidas de lucha contra el terrorismo en relación con los derechos económicos, sociales y culturales, con especial hincapié en derechos específicos no comprendidos por un procedimiento especial existente; y c) la amenaza de ataques suicidas como desafío concreto a la protección y promoción de los derechos humanos y las libertades fundamentales en la lucha contra el terrorismo.

Не стремясь дать всеобъемлющий список или даже указать на порядок очередности, Специальный докладчик хотел бы упомянуть три таких области для возможных тематических исследований: а) последствия контртеррористических мер для свободы ассоциации и собрания; b) последствия контртеррористических мер для экономических, социальных и культурных прав с особым упором на конкретные права, не охватываемые той или иной существующей специальной процедурой; и c) угроза нападений, совершаемых самоубийцами, как конкретный вызов в деле защиты и поощрения прав человека и основных свобод в условиях борьбы с терроризмом.
