والاتحاد الأوروبي، الذي قد ارتأى أنه يجب عليه أن يقوم بتوجيه وإرشاد الدول المستقلة ذات السيادة في مجال حقوق الإنسان، يعلم جيدا أن استعادة العدالة بجمهورية الكونغو الديمقراطية تتطلب الإضطلاع بآلية فعالة لمحاربة الإفلات من العقاب، مع البدء بإصلاح الهياكل القضائية الأساسية وتهيئة نظام قضائي يتفق مع مبادئ الميثاق والقانون الدولي.

The European Union, which had seen fit to give human rights lessons to sovereign independent States, was well aware that the restoration of justice in his country called for an effective mechanism to fight impunity, starting with the rehabilitation of the basic judicial infrastructure and the creation of a justice system that conformed to the principles of the Charter and international law.
