عُززت الالتزامات التي أخذتها الحكومات على عاتقها للقضاء على الفقر من خلال المؤتمرات العالمية للأمم المتحدة، بما في ذلك مؤتمر القمة العالمي للتنمية الاجتماعية المعقود بكوبنهاغن، والمؤتمر العالمي الرابع المعني بالمرأة المعقود في بيجين، وبالشروع في 1997 في الاحتفاء بعقد الأمم المتحدة الأول للقضاء على الفقر، وباتخاذ الجمعية العامة للقرار 53/198 المؤرخ 15 كانون الأول/ديسمبر 1998 الذي يدعو جميع مؤسسات منظومة الأمم المتحدة إلى بذل كل الجهود للقضاء على الفقر.

The commitments to eradicate poverty made by Governments through global United Nations conferences, including the World Summit for Social Development in Copenhagen and the Fourth World Conference on Women in Beijing, were reinforced by the launching in 1997 of the first United Nations Decade for the Eradication of Poverty and General Assembly resolution 53/198 of 15 December 1998 that called upon the whole United Nations system to undertake all efforts to eradicate poverty.

La proclamación en 1997 del Primer Decenio de las Naciones Unidas para la Erradicación de la Pobreza y la aprobación de la resolución 53/198 de la Asamblea General, de 15 de diciembre de 1998, en la cual se instaba a todo el sistema de las Naciones Unidas a que redoblara sus esfuerzos por eliminar la pobreza reafirmaron el compromiso de eliminar la pobreza contraído por los gobiernos en las conferencias mundiales de las Naciones Unidas, entre ellas la Cumbre Mundial sobre Progreso Social, celebrada en Copenhague, y la Cuarta Conferencia Mundial sobre la Mujer, celebrada en Beijing.
