इस बारे में तीसरी गतिविधि, संयुक्त राष्ट्र विकास कार्यक्रम-प्रायोजित प्रक्रिया के रूप में घटित होती रही है जिसके अंतर्गत उन्होंने भिन्न-भिन्न समूहों- वि़द्यार्थियों, श्रमिक संघों, औद्योगिक लॉबियों के साथ मेरी समझ से लगभग 50 देशों में परामर्श कार्य शुरू किया है यह देखने के लिए कि उस देश के लिए कौन सी चीज महत्वपूर्ण है और इस परामर्श को महा-सचिव के....... को सूचित किया गया है।
