ولئن قال رئيس جمهورية ألبانيا إن ”جمهورية كوسوفو قد بلغت مرحلة أخرى من مراحل توطيد أركان الدولة مع انتهاء طور الاستقلال تحت إشراف المجتمع الدولي“، ولكن من الممكن أن نجد تقييما أنسب للوضع في تقرير الأمين العام الذي ذكر ”أن أفضل ما يخدم نجاح الجهود الدولية الجماعية وكفاءتها في نهاية المطاف هو التوصل إلى فهم مشترك للمهام التي يتعين القيام بها لتجنب أي فك ارتباط سابق لأوانه“.

A more appropriate assessment of the situation than in the words of the President of the Republic of Albania “that the Republic of Kosova reached another level of state consolidation with the ending of the supervised phase of the independence by the international community” could be found in the report of the Secretary-General that “the ultimate success and efficiency of the collective international effort would be better served by a common understanding of the tasks still at hand in order to avoid any premature disengagements”.

En el informe del Secretario General, donde se indica que “el éxito final y la eficiencia del esfuerzo internacional colectivo se alcanzarían más fácilmente si hubiera un entendimiento común de las tareas que aún deben emprenderse para evitar que haya una retirada prematura”, se hace una evaluación de la situación más adecuada que en la declaración del Presidente de la República de Albania en el sentido de que “la República de Kosova ha alcanzado otro nivel de consolidación del Estado con el fin de la fase de independencia supervisada por la comunidad internacional”.

Si le Président de la République d’Albanie estime que la « République du Kosova » a atteint un nouveau niveau de consolidation de l’État avec l’achèvement de la phase d’indépendance supervisée par la communauté internationale, le Secrétaire général évalue sans doute de manière plus juste la situation dans son rapport lorsqu’il affirme qu’une communauté de vues au sujet des tâches qui restent à accomplir favoriserait à terme le succès et l’efficacité des efforts collectifs accomplis au niveau international et permettrait ainsi d’éviter tout désengagement prématuré.

Президент Республики Албания заявил, что «с прекращением этапа контроля за независимость со стороны международного сообщества Республика Косова вышла на новый уровень государственной консолидации», однако более правильная оценка ситуации приводится в докладе Генерального секретаря, в котором говорится, что «окончательному успеху и эффективности коллективных усилий международного сообщества будет способствовать общее понимание задач, которые по‐прежнему ждут нас впереди, что поможет избежать любых скороспелых решений».
