وإذ يسلم بالجهود التي تبذلها القوة الدولية للمساعدة الأمنية والقوات الدولية الأخرى لتقليل خطر وقوع ضحايا من المدنيين إلى الحد الأدنى، ويدعوها إلى بذل جهود إضافية أقوى في هذا المجال، ولا سيما المراجعة المستمرة للإجراءات وخطط العمليات والقيام، بالتعاون مع الحكومة الأفغانية، باستعراض نتائج كل عملية من العمليات التي يسجَّل فيها وقوع ضحايا من المدنيين، والتحقيق فيها عندما تستصوب حكومة أفغانستان إجراء تلك التحقيقات المشتركة،
