10-1- ينبغي للدول والمنظمات الحكومية الدولية أن تدعم الاتفاق بوضوح على أنَّ الصعوبات التي تكتنف ضمان الأمان والتحلي بروح المسؤولية في تنفيذ العمليات الفضائية تحتِّم ضرورة التركيز على تجنب الأزمات التي قد تنجم عن سوء استخدام التكنولوجيا والوسائل التقنية لتغيير بيئة الفضاء الطبيعية عن عمد، مما يعرِّض النظم الفضائية للخطر و/أو يتسبب في إضعافها، والتحكم في تلك الأزمات.

10.1 States and international intergovernmental organizations should support a clear understanding that challenges associated with ensuring the safe and responsible conduct of space operations provide an imperative to focus on the avoidance and management of crisis situations that may be associated with a misuse of technologies and technical means of intentional modification of the natural space environment, thereby posing threats to, and/or causing vulnerabilities of, space systems.

10.1 Los Estados y las organizaciones internacionales intergubernamentales deberían partir de un claro entendimiento de que las dificultades para lograr una realización segura y responsable de las operaciones espaciales imponen el imperativo de estudiar las formas de evitar y gestionar las situaciones de crisis que pudieran surgir del uso indebido de tecnologías y medios técnicos para modificar deliberadamente el entorno espacial natural, creando así vulnerabilidades en los sistemas espaciales o poniéndolos en peligro.

10.1 Les États et les organisations internationales intergouvernementales devraient s’accorder clairement sur le fait que compte tenu des difficultés associées à la question d’assurer la conduite sûre et responsable des activités spatiales, il est impératif d’axer les efforts sur la prévention et la gestion des situations de crise susceptibles d’être associées à une utilisation abusive des technologies et des moyens techniques permettant de modifier intentionnellement l’environnement spatial naturel, et qui exposeraient par conséquent les systèmes spatiaux à des menaces ou à des vulnérabilités.

10.1 Государствам и международным межправительственным организациям следует руководствоваться четким пониманием, что сложные задачи, связанные с обеспечением безопасного и ответственного осуществления космических операций, обусловливают настоятельное требование направлять основные усилия на принятие мер по предупреждению и устранению кризисных ситуаций, которые могут быть связаны с ненадлежащим использованием технологий и технических средств преднамеренного воздействия на естественную космическую среду, создающим опасность для космических систем и/или делающим их уязвимыми.
