وفيما يتعلق بالتشريع المتصل بالنظام القضائي وباستقلال النظام القضائي، لاحظ السيد كوستا أوليفيرا أنه حتى عام 1991 لم تكن توجد في ماكاو سوى محاكم من الدرجة الأولى، لأن الإقليم كان يعتبر فرعا من فروع النظام القضائي البرتغالي.

With regard to legislation concerning the judicial system and the independence of the judiciary it should be noted that until 1991 there had been only first-level courts in Macau, which had been treated as a subdivision of the Portuguese judicial system.
