It is therefore unfair and arbitrary to state that in the Dominican Republic there are violations of the right to an identity and that the efforts of the Central Electoral Board to provide everyone with accurate and reliable documents are discriminatory on racial grounds, and even more so when the authors of the report, lacking evidence, rely on individual and biased allegations and attach more weight to these subjective opinions than to the objectivity and legal and administrative impartiality of the Dominican civil system

De ahí que sea injusto y arbitrario afirmar que en República Dominicana existe violación al derecho a la identidad y que los esfuerzos que la JCE realiza por prever a todos y a todas de documentos veraces y confiables tienen una intención discriminatoria por prejuicios raciales, y aún más cuando a falta de pruebas en ese sentido el Informe se ampara en alegatos individuales y parciales, y sobreponiendo el valor de estas opiniones subjetivas sobre la objetividad y la imparcialidad legal y administrativo del sistema civil dominicano
