The liberal Ståhlberg was elected President in July 1919 to unify the nation and considered, together with his Foreign Minister Rudolf Holsti and the other republican leaders, such as Santeri Alkio of the Peasant Union, that it was not in the national interest of Finland to commit the country’s military forces and the entire young republic to such an uncertain venture.
