ولكن ينبغي للدول أيضا أن تكفل إمكانية تطوير نظم غير رسمية وغير تجارية لتوفير البذور: إذ ينبغي لها ألا تتدخل في تلك النظم دون مبرر كاف؛ وينبغي لها أن تقوم بحماية هذه النظم من تدخل أطراف ثالثة؛ وينبغي لها أن تكفل بصورة نشطة إمكانية توسيع نطاق هذه النظم، برغم الضغوط التي يفرضها النظام التجاري للبذور.

But States also should ensure that informal, non‐commercial seed systems can develop: they should not interfere with such systems without adequate justification; they should protect such systems from interference by third parties; and they should proactively ensure that these systems can expand, despite the pressure imposed by the commercial seed system.
