وفي ورقة مشتركة مع منظمة العدل والسلام الهولندية ومكتب العدالة والسلام التابع للأبرشية الكاثوليكية في جايابورا والكنيسية الإنجيلية المسيحية في بابوا وآلية لجنة التنسيق والرصد ولجنة الكنائس للشؤون الدولية التابعة لمجلس الكنائس العالمي والمنظمة الكاثوليكية للمعونة من أجل الإغاثة والتنمية والمنظمة المشتركة بين الكنائس للتنمية والتعاون، ومنظمة باكس رومانا، أشارت منظمة الفرنسيسكان الدولية إلى أنه على الرغم من مخاوف لجنة مناهضة التعذيب المعرب عنها في عام 2002 فيما يتصل بمناطق النزاع، فإن أجهزة الأمن الإندونيسية تعتبر التعذيب من أنجع الأساليب لانتزاع الاعترافات وغرس الخوف في النفوس وهو يُمارس بتكرار وانتظام.

Franciscans International, in a joint submission with Justitia et Pax Netherlands, the Office for Justice and Peace of the Catholic Diocese of Jayapura, the Evangelical Christian Church of Papua, CMC, Commission of the Churches on International Affairs of the World Council of Churches, Cordaid, ICCO and Pax Romana (FI) noted that despite CAT’s concerns in 2002, in relation to conflict areas, torture is regarded by Indonesian security services as one of the most effective methods to obtain forced confessions and instill a climate of fear, and is conducted repeatedly and systematically.

La Familia Franciscana Internacional observó, en una comunicación conjunta con Justitia et Pax (Países Bajos), la Oficina para la Justicia y la Paz de la Diócesis Católica de Jayapura, la Iglesia Cristiana Evangélica de Papua, CMC, la Comisión de las Iglesias para los Asuntos Internacionales del Consejo Mundial de Iglesias, la CORDAID, la Interchurch Organisation for Development Cooperation (ICCO) y Pax Romana, que, pese a las preocupaciones expresadas en 2002 por el Comité contra la Tortura en relación con las zonas en conflicto, las fuerzas de seguridad indonesias consideraban la tortura uno de los métodos más eficaces para obtener confesiones por la fuerza e instaurar el miedo, y cometían sistemáticamente actos de tortura.
