وينبغي للجنة أن تحيط علما بتلك الحقيقة الجديدة بالإدانة، والتي تتمثل في أن نقل ثلث الجزيرة إلى سلطة دائرة موارد الأسماك والحياة البرية لم يتم من أجل البدء في تطهير الأراضي وإعادتها إلى السكان، ولكنه قد تم بالأحرى من أجل الاحتفاظ بسيطرة الدولة الإمبريالية على جزيرة فييكس وترك الباب مفتوحا أمام عودة القوات المسلحة للولايات المتحدة للسيطرة على الجزيرة، وهذا احتمال ممكن الحدوث في ضوء نمط تصرفات حكومة الولايات المتحدة الفيدرالية في مثل هذه الحالات.

He wished to draw the Committee’s attention to and to denounce the fact that the transfer of a third of the island to the Fish and Wildlife Service was not done to initiate the decontamination and return of lands to the people but rather to maintain the imperial Power’s control over Vieques and leave the door open for the United States armed forces to regain control of the island, a prospect which was not unlikely bearing in mind the pattern of United States federal government behaviour in such situations.

El orador señala a la atención del Comité y denuncia el traspaso de una tercera parte de la isla al Servicio de Pesca y Vida Silvestre que no se ha hecho para iniciar la descontaminación de las tierras y su devolución a sus habitantes, sino para mantener la hegemonía del poder imperial sobre Vieques y dejar la puerta abierta para que las fuerzas armadas de los Estados Unidos retomen el control de la isla, posibilidad no muy remota si se tiene en cuenta el historial del aparato gubernamental federal norteamericano en casos como éste.

Il est à déplorer que le transfert d’un tiers de l’île au Fish and Wildlife Service n’ait pas pour objectif de lancer un processus de décontamination et de restitution des terres mais bien plutôt de maintenir le contrôle de la puissance impériale des États-Unis sur Vieques et de laisser une porte ouverte aux forces armées américaines pour qu’elles puissent regagner le contrôle de l’île, une perspective probable compte tenu de l’attitude du Gouvernement fédéral des États-Unis dans de telles situations.

Оратор обращает внимание Комитета на тот достойный осуждения факт, что передача трети территории острова в ведение Службы рыбного и охотничьего хозяйства Соединенных Штатов имела целью не проведение работ по очистке Вьекеса от радиоактивного загрязнения и подготовку условий для возврата земель населению, а лишь сохранение колониального контроля над островом и обеспечение возможности возвращения на него американских войск, что представляется вполне вероятным с учетом поведения федерального правительства Соединенных Штатов в подобных ситуациях.
