However, we would have preferred to have had at least some discussion about the fact that, while we continue to develop the internal market, relationships between the tax authorities of the various Member States are still governed by a complex interplay of bilateral agreements, which are, in symbolic terms, a sort of negation of the idea itself of the economic community. As this occurs, the current system is a determining factor in fiscal inequality in the trans-border investment field.

Pero hubiésemos deseado que, por lo menos, se cuestionase el hecho de que, en el momento de la realización del mercado interior, la articulación entre las jurisdicciones fiscales de los Estados miembros siga estando determinada por un juego complejo de convenios bilaterales que constituyen, simbólicamente, una especie de negación de la propia idea de comunidad económica, ya que implican un trato fiscal desigual respecto a las inversiones transfronterizas.
