وينص قانون عقوبات إدارة الأمن العام على أن الشخص الذي يرتكب المخالفة في الحالات التالية يتعرض لعقوبتي الاحتجاز والغرامة الإداريتين: (1) تنظيم أو إكراه أو خداع أي قاصر لم يبلغ بعد سن 16 عاماً أو شخص ذي إعاقة بغرض إشراكه في أفعال ترهيبية أو قاسية؛ (2) ضرب وإيذاء شخص ذي إعاقة؛ (3) الانخراط في سلوك مشين تجاه أشخاص ذوي إعاقة ذهنية أو مرضى عقليين؛ (4) إكراه أو خداع أو استغلال آخرين (بما في ذلك الأشخاص ذوو الإعاقة) على الاستجداء.

The Law on Public Security Administration Punishments provides that in the following cases, the person who commits the offence shall be subject to administrative punishments of detention and fine: (1) organizing, coercing or inveigling any minor who has not attained the age of 16 or a person with disabilities to engage in terrifying or cruel performances; (2) beating and harming a person with disabilities; (3) engaging in indecent behaviour towards persons with intellectual disabilities or mental patients; (4) coercing, inveigling or making use of others (including persons with disabilities) to go begging.

La Ley sobre las sanciones de la administración de seguridad pública estipula la imposición de sanciones administrativas de detención y multa a quienes cometan los siguientes delitos: 1) organizar, obligar o instigar a un menor que no ha cumplido los 16 años de edad o a una persona con discapacidad a que realicen actos aterradores y crueles; 2) golpear y provocar daño a una persona con discapacidad; 3) realizar actos indecentes con personas con discapacidad intelectual o pacientes mentales; 4) obligar, incitar o utilizar a otros (incluidas las personas con discapacidad) para que practiquen la mendicidad.
