يدعو اتفاق السلام إلى المبادرة فورا لإعادة تشكيل الشرطة وغيرها من دوائر الأمن، وإلى الحفاظ على القانون والنظام بواسطة قوة شرطة مؤقتة ومن ثم العمل في نهاية المطاف على نشر قوة شرطة وطنية مزودة بتدريب حديث ومع استقالة جميع قضاة المحكمة العليا.
