وحسب ما ورد في الفقرة 9 من وثيقة الميزانية، فإن الزيادة تعزى أساسا إلى الحاجة إلى التقيد بالمتطلبات الإلزامية للحكومة الإيطالية والقوات الجوية الإيطالية المتمثلة بالتصديق والتسجيل من جانب فنيين مسجلين ومجازين محليا على جميع مشاريع التشييد.
