Like the state laws, it will successfully prevent legitimate companies from resorting to spam (not that most legitimate companies were spamming before), but it will have no impact on spammers outside of U.S. jurisdiction and thus not subject to the U.S. law, or on unscrupulous spammers who will ignore the law unless they are arrested.
