إذ تضع في اعتبارها أن أحد المقاصد الرئيسية للأمم المتحدة هو أن تصون السلام والأمن الدوليين، وأن تتخذ، تحقيقا لذلك، تدابير جماعية فعالة لمنع الأسباب التي تهدد السِِلام وإزالتها، وقمع أعمال العدوان وغيرها من أوجه الإخلال بالسِلام، وأن تتذرع بالوسائل السلمية، ووفقا لمبادئ العدل والقانون الدولي، لحل النزاعات الدولية التي قد تؤدي إلى الإخلال بالسلام وتسويتها،

Considering that one of the primary purposes of the United Nations is to maintain international peace and security and, to that end, to take effective collective measures for the prevention and removal of threats to the peace and for the suppression of acts of aggression or other breaches of the peace, and bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace,
