'The liberalization of banking and insurance services connected with movements of capital shall be effected in step with the progressive liberalization of movement of capital.‘ It follows that the only case in which the Treaty provisions on services do not apply to banking services is where there is a restriction on the free movement of capital relating to such transactions which is compatible with Community law.
