وتنفيذا لمبدأ إرساء الديمقراطية في التعليم، تلتزم الدولة بإتاحة فرص متكافئة في التعليم لجميع المواطنين دون تمييز، وبصرف النظر عن الجنس أو العرق أو الدين؛ وتشجيع المواهب والإبداع في جميع الأنشطة الفكرية والعلمية والفنية، مع إيلاء اهتمام خاص للإناث وسكان المناطق الريفية والنائية؛ والتغلب على العقبات الاقتصادية والاجتماعية، بغية تيسير الاستفادة من خدمات المؤسسات التعليمية؛ وتشجيع دور التعليم في إرساء التفاهم المتبادل والتعاون والسلام على الصعيد الدولي وفي احترام الحقوق والحريات الأساسية لبني الإنسان.

In implementing the principle of democratization of education, the State undertakes to provide equal learning opportunities for all citizens without discrimination, regardless of sex, race or religion; encourage talent and creativity in all intellectual, scientific and artistic activities, with special attention to females and inhabitants of rural and remote areas; overcome economic and social obstacles, so as to facilitate access to educational institutions; and promote the role of education in establishing mutual understanding, cooperation and peace at the international level and respect for the rights and basic freedoms of human beings.

En la aplicación del principio de democratización de la educación, el Estado acomete de la tarea de ofrecer igualdad de oportunidades de aprendizaje para todos los ciudadanos sin discriminación alguna, independientemente de su sexo, su raza o su religión; fomentar el talento y la creatividad en todas las actividades intelectuales, científicas y artísticas, prestando especial atención a las mujeres y los habitantes de las zonas rurales y remotas; superar los obstáculos económicos y sociales a fin de facilitar el acceso a las instituciones educativas; y promover el papel de la educación en el logro del entendimiento mutuo, la cooperación y la paz a nivel internacional, y el respeto de los derechos y libertades fundamentales de los seres humanos.

En appliquant le principe de la démocratisation de l’enseignement, l’État s’engage à offrir les mêmes possibilités d’apprentissage à tous les citoyens sans discrimination fondée sur le sexe, la race ou la religion, à encourager le talent et la créativité dans toutes les activités intellectuelles, scientifiques et artistiques en accordant une attention particulière aux femmes et aux habitants des zones rurales et éloignées, à surmonter les obstacles économiques et sociaux afin de faciliter l’accès aux établissement éducatifs et à promouvoir le rôle de l’éducation pour instaurer la compréhension mutuelle, la coopération et la paix au niveau international et le respect des droits et des libertés fondamentales des êtres humains.
